Alexey Belogoryev, Research and Development Director at the Institute for Energy and Finance, commented to Business FM on the possibility of imposing secondary Western sanctions against foreign buyers and refiners of Russian oil:
“Today, there are no restrictions on the production of Russian oil and oil products (in third countries) with subsequent delivery anywhere, including to Europe. This is a new proposal, which quite seriously contradicts everything that was discussed earlier and was accepted earlier. I doubt very much that within the EU this proposal will be approved. Own oil refinery capacities in Europe are not enough to meet demand. It is difficult to do without supplies from Asia, including India. Maybe there will be no physical deficit, but there will definitely be an increase in prices for petroleum products on the European market.”
