In October 2019 during the state visit of the Russian President Vladimir Putin to Saudi Arabia, the Institute for Energy and Finance Foundation signed a Memorandum of Understanding and Cooperation (MoU) with the King Abdullah Petroleum Studies and Research Center (KAPSARC) . The parties aim at developing an active scientific partnership in the interests of both countries.
