Alexey Gromov, Principal Director on Energy studies at the Institute for Energy and Finance, commented to the Tsargrad Internet portal on the attack consequences on Russian oil loading ports for Russian oil exports:

"Offshore oil exports go through the ports of Ust-Luga, Primorsk and Novorossiysk, and all of them have been attacked. There are currently no sane prospects for increasing the volume of our oil supplies through pipelines. The East Siberia–Pacific Ocean pipeline is operating at full capacity, and negotiations on increasing oil supplies to China through Kazakhstan have not yet been completed. We will be forced to reduce production, because oil storage facilities for emergency situations are already almost overflowing."
