Alexey Belogoryev, Research and Development Director of the Institute for Energy and Finance, commented on the proposed changes in taxation of the Russian oil industry and changes in the methodology for calculating the export oil price used for tax purposes to Kommersant FM.
Alexey Belogoryev is sure that the authorities are trying to fill the budget:
"Transneft was one of the most obvious targets for possible additional profit withdrawal. The volumes here are not very large, the bill goes to several tens of billions of rubles, but on the scale of budget spending growth, this is still a more or less significant amount, especially since there are no other simple opportunities to increase oil and gas revenues.
Everything that could have been used has already been used in the previous two years. Now the Ministry of Finance is concerned, firstly, to maintain the stability of these revenues, in particular, with changes in the estimated price of Urals and oil exports in general, and, on the other hand, still try to find some additional income."
