Sergey Kondratiev, Deputy Head of the Economic Department of the Institute for Energy and Finance commented development of the Russian energy market to Nezavisimaya Gazeta:

«There are consumers in Russia who pay for electricity at prices prevailing in the market — these are the overwhelming majority of industrial consumers and commercial consumers, including small businesses. There is an exception — electricity prices are set by the state for the population and equivalent categories, as well as for consumers located in non-price zones (European North, Far East, isolated energy systems). The Russian electricity market has many features that distinguish it from Western Europe or the United States — this is a different network topology, and the structure of generating capacities, etc., but this specificity of the market does not make the prices emerging on the market «unreasonable» or «incorrect» …
