Maxim Shevyrenkov, Head of the Center for Commodity Market Analysis at the Institute for Energy and Finance, commented to the Izvestia newspaper about the situation on the domestic aviation fuel market.
Maxim Shevyrenkov believes that reducing the crystallization temperature requirements to –50 degrees is not critical for aviation.
However, according to Igor Yushkov, a leading analyst at the National Energy Security Fund, mini‑refineries must have a sufficiently high technological level to produce high‑quality aviation fuel, and there are currently few such enterprises in Russia. Therefore, such measures are unlikely to lead to a noticeable increase in supply. Maxim Shevyrenkov shares a similar view: according to him, most small and medium‑sized refineries lack the necessary technological equipment.
Another proposal is to redirect aviation kerosene produced at the Novatek‑Ust‑Luga facility to the domestic market. This plant in the Leningrad Region is one of the largest producers of aviation fuel in Russia, but historically it has been primarily oriented towards exports, noted Igor Yushkov. According to Maxim Shevyrenkov’s assessment, the enterprise could theoretically supply more than 300,000 tons per year to the domestic market.
