Maxim Shevyrenkov, head of the Center for Commodity Markets Analysis at the Institute for Energy and Finance, commented to the publication “Sobaka” on the situation in St. Petersburg’s fuel market.
As Maxim Shevyrenkov notes, the return of the crisis is primarily linked to interruptions in the oil refineries operation in the summer.
According to Shevyrenkov, the normalization of the situation “will be facilitated by the seasonal decline in gasoline consumption at the end of September.”“The nearest large oil refinery to St. Petersburg, in Kirishi, operated at minimal capacity for several months, which could have led to a decrease in the level of inventory,” he says.
According to him, “the capacity reserve for imports is quite large, so a further deterioration of the situation is unlikely.”“For St. Petersburg and the Northwestern Federal District as a whole, the timing of the Kirishi Oil Refinery reaching full capacity will also play a significant role, as it is currently undergoing repairs,” the expert clarifies.
