Marcel Salikhov, President of the Institute for Energy and Finance, gave a comment to Kommersant FM on the application of the Decree of the President of the Russian Federation No. 961 of 12/27/2022.

Marcel Salikhov considers Vladimir Putin's decree preventive:

"In fact, the Russian authorities adhere to a fairly light regime of retaliatory actions. Other options were also publicly discussed, including the introduction of a permanent discount, restrictions, and so on.

The decree signed by Putin is rather a formality. It will not affect any current volumes, but it is important as a preventive measure, as are the statements of the Russian authorities that Moscow will not supply fuel to those countries that join the price ceiling. Actually, except for Western countries, no one joined."
