What can change for Russia the introduction of marginal oil prices?

Alexey Gromov, Principal Director on Energy Studies of the Institute for Energy and Finance, gave a comment to Business FM about the real prospects for the implementation of the new G7 sanctions initiative to set a ceiling on prices for Russian oil supplied to the world market:

“An unpleasant effect for the Russian oil and gas industry will be the fact that the price ceiling will be mandatory for all countries buying Russian hydrocarbons, that is, not only members of the G7, but also all European countries, as well as Asian partners. But I suppose that it is unlikely that it will be possible to achieve such world unity by introducing a price ceiling, the issue is really complicated and, frankly, it would be advisable to return to it when this initiative acquires the contours of a solution, when the parameters are clear. Now we can say that if the price ceiling is roughly comparable to the price that Russian exporters receive under the sanctions discount, this will fundamentally change nothing for us, rather, on the contrary, it will form some rules of the game for Russian oil and other types of energy products, and if If the marginal price level turns out to be significantly lower than the sanctions discounts, then we will have the right to think about the advisability of continuing our oil and gas exports to unfriendly countries.”
