The exchange price of a ton of AI-95 gasoline exceeded 60 thousand rubles for the first time since September

Sergey Kondratiev, Principal Director on Economic Studies at the Institute for Energy and Finance, commented to the RBC Daily newspaper on gasoline exchange prices in Russia.

The incident at the Ryazan Refinery may indeed complicate the current situation in the domestic fuel market, Sergey Kondratiev said. However, the exact nature of the damage is not yet clear, he adds.

"Reuters reported that two primary processing plants (AT-6 and AVT-4 with a total capacity of 34.5 thousand tons, or about 70% of all available primary processing capacities) were stopped. If these plants are stopped for several weeks, this could lead to a reduction in refining in Russia by 4.3–4.7% and reduce gasoline production by 4-4.3%. Given the shutdown of the AVT-6 installation at the Nizhny Novgorod refinery, gasoline production may decrease by 8-9% relative to the usual level," the expert believes.

If the repair of installations is prolonged, the balance in the gasoline market may be quite tense, Kondratiev believes. But if the installations return to operation before the high demand season (in May-June), the impact on the market will be limited.

As for the Novoshakhtinsky refinery, its shutdown probably will not have a significant impact on the domestic market, the expert believes. The company worked mainly for export and does not produce commercial gasoline and diesel fuel, he notes.
