Sergey Kondratiev, Principal Director on Economic Studies at the Institute for Energy and Finance, commented to the Kommersant newspaper on the changes in the methodology for calculating gas transportation tariffs through main gas pipelines.
Sergey Kondratiev notes that there is no long-term tariff regulation in the new methodology, which would allow Gazprom, independent gas producers and consumers to plan their activities. There are also no incentives to increase the efficiency of Gazprom's transport business, he believes:
"The tariff's formation on the principle of "costs plus" remains the basic idea, which means that tariffs will grow, and probably above inflation."
