Sergey Kondratiev, Deputy Head of the Economic Department of the Institute for Energy and Finance, gave a comment to Kommersant FM about export prices for Russian oil.
Sergey Kondratiev believes that the real discounts are about $10 less than international agencies show:
"I think that Asian buyers really buy Urals at higher prices than quoted by international agencies, because they may still be more focused on the cost of fuel from alternative sources from the Middle East and Asia-Pacific countries. I think the gap between the actual price and the value that we see in the quotation bulletins can reach $7-$10."
