Sergey Kondratiev, Principal Director on Economic Studies at the Institute for Energy and Finance, commented to the Kommersant newspaper on the MET increase for natural gas.
According to Kommersant, the government will soon submit amendments to the State Duma on compensation of budget expenditures for payments to refineries for supplies to the domestic market. Compensation for the damper mechanism was halved in September, and by the end of October it is planned to return to payments in full. It is planned to compensate for most of the damper costs at the expense of Gazprom by increasing the MET for gas and gas condensate, since the gas company processes it at plants receiving a fuel damper.
According to Sergey Kondratiev's estimates, additional revenues from the MET for gas will amount to 65-70 billion rubles, including 33-35 billion rubles from Gazprom, and the high share of independent producers in payments is associated with a greater share of gas sales to industrial producers.
