Mr. Wei Huang, Director of the Division of Planning, Information and Knowledge Management, Department of Nuclear Energy at the International Atomic Energy Agency (IAEA)
Since joining the IAEA in March 2016, he has spearheaded the Agency’s efforts in energy planning, information management, and knowledge dissemination, providing critical support to Member States.
As Scientific Secretary, Mr. Huang successfully led the 1st and 2nd IAEA International Conferences on Climate Change and the Role of Nuclear Power (2019 and 2023). He also participated in and contributed to the 1st Nuclear Energy Summit in Brussels in 2024 and 2nd Nuclear Energy Summit in Paris in 2026 respectively. Additionally, as one Co-Chair of the Steering Committee for the Marie Skłodowska-Curie Fellowship Programme (MSCFP)—the first flagship initiative launched by Director General Rafael Mariano Grossi—he has been instrumental in its success, overseeing five rounds of selections to date. He also leads the Atoms4NetZero initiative, launched by the IAEA Director General Rafael Grossi at COP 27.
As the designated organizational focal point for the IPCC, UNFCCC, and UN Energy, Mr. Huang has played a substantial role in major international forums on sustainable development and climate change, including: the UN High-Level Political Forum (HLPF); The UN High-Level Dialogue on Energy (HLDE); the UN Global Conference on Strengthening Synergies between SDGs and the Paris Agreement; Multiple COP sessions, including COP 28, COP 29 and COP 30; the G20 ETWG and Energy Ministerial Meetings; the Clean Energy Ministerial / Mission Innovation Ministerial Meetings.
He has been nominated by the IAEA to serve as the member of the World Economic Forum’s Global Future Council on Energy Technology Frontiers (2025-2026).
Mr. Huang brings a unique blend of diplomatic, managerial, and nuclear engineering expertise to his role, with decades of experience in the nuclear industry, including nuclear power plants and R&D; government service, previously serving as Director General for international cooperation in the China Atomic Energy Authority (CAEA); Diplomatic postings, including as Alternate to the Resident Representative of China’s Permanent Mission to the IAEA and Science Attaché at the Chinese Embassy in Washington, D.C. USA.
He holds a bachelor’s degree in electrical engineering and a master’s degree in nuclear engineering.
