Alexey Gromov, Principal Director on Energy studies at the Institute for Energy and Finance, commented to Forbes on the possible consequences of the attacks on Ust-Luga and Primorsk for Russian oil exports.
No one has accurate estimates of the possible damage, he says, but draws attention to the statement by the head of Transneft about the need to reconfigure the system of export supplies of Russian oil from the Baltic.
1.6-1.7 million barrels of oil per day passed through Ust-Luga and Primorsk, or about 40% of Russia's total offshore oil exports, Gromov recalls. If the damage can be repaired promptly, for example, within five to seven days, then fluctuations in Russian oil exports will be insignificant, but if the process drags on, there is a risk of a serious reduction in its volumes, Gromov believes.
