The IEF received an order in 2007 from a large energy company to look at the current state of the European electricity market. The IEF drafted a forecast for electricity demand in the EU-25, studied issues on investing in generation and the electric grid, and potential problems, such as a shortage of grid capacity in some areas and a shortage of fuel. Issues concerning the liberalization of the electricity market were looked at thoroughly, as well as existing and future environmental legislation for the sector, mainly payments for greenhouse gas emissions.
